You can remove the drum and toner, remove toner from the drum unit then gently rock the toner from side to side for about six times to distribute the toner inside, then on the drum unit slide the green tab on the upper left hand from left to rigth for about six times and then put it back to the home position.

In a black-and-white laser printer, the solution is beother replace the toner cartridge.
If the fuser is not getting hot enough, or is not working at all, then the toner-ink will smudge. The link includes the instructions for cleaning the wire. Consistently printing above the recommended print volume, however, may adversely affect the print quality or life of the machine.
